
Federal and State
governments have made grants and tax deductions available to owners who
upgrade existing buildings. Building Automation Systems provide an
avenue for owners to increase energy efficiency and apply for these
subsidies. Below are just a few of the programs available federally and
in New York State that are directly linked to Building Automation. The
following are just summaries and any grant approval is subject to

Federal tax deduction providing a $1.80 per square foot
deduction to builders who install (a) interior lighting, (b) building
envelope, (c) HVAC or hot water systems that reduce the building total
energy use by 50% as compared to a base building defined by industry
standard ASHRAE/ISNA 90.1-2001. Partial deductions of $0.60/sqft are
available for owners who accomplish one out of three requirements and
reduce energy by 16 2/3%.

Performance based incentives
-
Electrical efficiency for verifiable annual electric energy
savings. Incentives are determined by multiplying annual energy
savings by $0.12 kWh for Upstate and $0.16 kWh for Con Edison. Cap
is 50% of project cost which may include equipment, labor and
engineering. The total incentive is capped at $2,000,000.

Demand Response Incentives - Common measures include: load
shedding controls and automation equipment, installation of new
generators, or modifications to existing generators or switchgear.
Demand Response incentives are $100/kW for Upstate and $200 kW for
Con Edison. Load-Shedding ballast incentives are $50/kW for both
Upstate and Con Edison. Incentives are capped at 75% of project
cost.

Pre qualified measures with a maximum of $30k ($25k for
national fuel gas).

$200 rebates for CO2 sensor when installed with a
controls-governed economizer

$1,500 per Interval Meters – must enable at least 40kW of
demand response

$10 for wall mounted occupancy light sensors

$50 for remote mounted occupancy light sensors

$25 per programmable thermostats

$900 - $5,000 for Variable Frequency Drives depending on the
amount of motor horsepower controlled

The New York Energy $mart Multifamily Performance Program
- Incentives for buildings with five or more units which may
contain nonresidential-related commercial space if that space does
not consist of more than 50% of the gross heated square footage of
the entire project.
- Advanced
Metering –Financial incentives for meters used to monitor and
collect data on energy usage. Incentives for affordable housing are
$2,000 per master meter and $200 per sub meter, while for market
rate housing it is $1,500 and $150 respectively. Incentives will not
exceed 50% of the total metering installation cost.
